Overview

We have an exciting career opportunity for a Director of Shared Field Services to join our team!

 

 

The successful candidate will be responsible for providing leadership, vision and direction of the people, processes and technology required to provide customer operational functions of the gas, water and wastewater utilities in support of a customer-first culture. This position develops, directs, and implements strategic objectives for the departments of Customer Field Services, Dispatch, Meter Services. The position is responsible for strategic workforce planning and employee development within Shared Field Services including the Shared Field Services Training department that develops employees in Shared Field Services, Gas and Water Distribution.

 

This position must promote teamwork throughout the Utility in all facets of work. Working with other sections, areas, departments, and divisions to maximize the efficiency of the operation and must actively participate as a team player within the Utility Department Head Group. The Director of Shared Field Services is required to participate in the negotiations of the union contract with the bargaining unit employees and is accountable for any contractual issues that arise during the term of the contract. This position is expected to provide input to establish the strategic direction of the Utility consistent with the Board of Director and Board of Trustees’ guidance. Either directly, or as a participant, establishes policies that conform with all federal, state, and local laws pertaining to the operation of the Utility in matters such as environmental, safety, legal, and financial matters.

Minimum Salary: $148,100 (Grade 15)

Responsibilities

Essential Duties and Responsibilities

  • Promote teamwork throughout the Utility in all facets of work. Working with other 
    sections, areas, departments, and divisions to maximize the efficiency of the operation all while maintaining a customer first culture.
  • Provide leadership for the Shared Field Services leadership team to provide safe and reliable services to our customers. Work with direct reports to facilitate the 
    development of a strong management team for overall departmental performance.
  • Provide a departmental plan and budget for resources to accomplish the Utility goals for Customer Field Services, Dispatch and Meter Services. Create and accomplish KPI’s to maintain the level of services expected by Gas, Water and Wastewater all while meeting the expectation of our external customers.
  • Participate annually in the Utility’s budgeting planning effort and responsible for the creation and monitoring of the departmental financial budget in order to provide safe economical quality utility services.
  • Recognize significant trends and changes in the industry through relevant trade 
    associations and publications, as well as Federal, State, and local legislation.
  • Administer the current Working Agreement with the bargaining unit as well as all 
    Policy Releases, Emergency Manuals.

Qualifications

Required Qualifications

  • Bachelor’s degree (B. A.) in Business or technical area from a four-year College or University
  • Minimum twelve (12) years in utility operations work.
  • Experience in Union negotiations and knowledge of the bargaining agreement.
  • Must pass and participate in the random Drug & Alcohol program in accordance with Pipeline Hazardous Material Safety Administrative (PHMSA) Regulations 49 CFR Part 199 (PHMSA drug and alcohol testing regulation) and 49 CFR Part 40 (DOT drug and alcohol testing regulations).

Preferred Skills/Qualifications

  • MBA with a concentration in finance, organizational leadership or business administration
  • Knowledge of quality disciplines such as ISO, Lean and Six Sigma
  • In addition to the required skills/qualifications above, the successful candidate will have knowledge of the regulated utilities industry and will be able to successfully develop collaborative relationships with community stakeholders, members of the legislature and government agencies.
  • Professional Engineering registration.
