We have a career opportunity for a Construction Specialist II and III to join our team!

 

Vacancy will be filled as a Construction Specialist II or Construction Specialist III level based on candidate experience.

 

Construction Specialist II

Mid-level construction field specialist and/or construction administration support. Under general supervision, assists in monitoring construction progress, coordinates the work of multiple contractors and projects, monitors safety and quality of construction. Coordinates with supervisor, management, operations, and contractors. Provides assistance to higher level construction staff. Coordinates with Citizens Safety Group.  

 

Construction Specialist III

Experienced construction field specialist. Under limited supervision, supports management of capital construction projects. May provide technical guidance to other construction specialists. Responsible for multiple construction projects, assuring compliance with scope, budget, schedule, quality, and safety. May provide limited guidance to internal and external staff performing construction field or inspection services. Provides ongoing assistance to higher level construction staff.

Salary: Competitive Salary, Grade 6 (Minimum $53,400/year) or Grade 7 (Minimum $59,700/year)

Responsibilities

Construction Specialist II

  • Maintains a working knowledge of standards, systems, document control, departmental guides and Citizens policies and procedures.  Independently prepares  reports on the progress of construction work and measurement of project progress.
  • Develops working familiarity and complies with the Citizens Quality Program. Supports continuous improvement and change management efforts.
  • Applies advanced understanding of internal client needs (project team) and external stakeholders' related issues. Communicates effectively with the public, vendors, contractors, consultants, and other Citizens departments.
  • Understands and adheres to budget, schedule, and quality requirements.
  • Performs other duties as assigned.

Construction Specialist III

  • Has an established knowledge of standards, systems, document control, departmental guides and Citizens policies and procedures. Develops basic understanding of cost estimating, budget development, Contract Administration, progress tracking, construction schedule adherence, change order evaluations and negotiations, and contractor and consultant invoice reviews and processing.
  • Begins to independently apply knowledge and complies with Citizens Quality Program. Supports continuous improvement and change management efforts.
  • Gains advanced understanding of internal client needs through interaction / communication with project team and leadership. Directs performance of the work under his/her responsibility to best serve both internal and external clients. Communicates effectively with the public, external stakeholders, vendors, contractors, consultants, other Citizens departments.
  • Understands and adheres to budget, schedule, and quality requirements.
  • Performs other duties as assigned.

Qualifications

Construction Specialist II

 

  • High School Diploma, equivalency Certificate, or sufficient education acceptable by management, and 2 years of related experience; or, Associate Degree in construction technology, management, or related engineering emphasis.
  • Valid driver’s license in the United States, or alternate approved by management. State of Indiana driver’s license required within 30 days of first day of employment.
  • Must have a safe driving record including no history of serious traffic violations, accidents, suspensions/revocations, or DUI/DWI convictions within the last three years.

Preferred Skills/Qualifications:

  • Working knowledge of computer software including Windows, and ability to be trained in Oracle and other applications. Basic knowledge of construction standards and techniques for underground utility and plant projects. Basic ability to interpret construction drawings and specifications, and apply knowledge to construction observation and inspection tasks. Working knowledge of construction jobsite safety.
  • Ability to work in office and field environments. Understanding of Citizens' systems. Ability to work independently, as well as cooperatively in a team setting. Effective verbal and written communication skills. Effective organizational and prioritization skills. Ability and flexibility to occasionally travel. 

 

Construction Specialist III

  • High School Diploma, equivalency Certificate, or sufficient education acceptable by management, and 5 years of related experience; or, Associate Degree in construction technology, management, or related engineering emphasis, and 3 years of related experience; or Bachelor’s Degree in construction technology, management, or related engineering emphasis.
  • Valid driver’s license in the United States, or alternate approved by management. State of Indiana driver’s license required within 30 days of first day of employment.
  • Must have a safe driving record including no history of serious traffic violations, accidents, suspensions/revocations, or DUI/DWI convictions within the last three years.

Preferred Skills/Qualifications:                   

  • Additional construction related training.
