Overview

We have a career opportunity for a Technical Specialist (IV/V) to join our team!

 

The successful candidate reports through the Underground Engineering & Construction (UE&C) department. UE&C is responsible for the oversight of planning, design, permitting, contracting, construction management, inspection, and close out of growth and system reliability capital projects for the water distribution and wastewater collection systems. UE&C is also responsible for Private Development, which is responsible for the oversight of planning, design, permitting, contracting, construction management, inspection, close out and transfer of ownership of developer installed projects associated with the water distribution, wastewater collection (sanitary and combined sewers). Private Development includes New Service and leads water and wastewater private development planning, design review, and construction oversight including new service management and developer market coordination for all utilities including gas.

 

Vacancy will be filled at Technical Specialist IV or Technical Specialist V level based on candidate experience.

 

Technical Specialist IV

Intermediate level technician. Under general supervision assists with managing multiple projects of medium to high complexity by assuring compliance with scope, budget, schedule, quality, and safety. Engages in routine interactions with contractor, consultants,  public, other Citizens departments, and other agencies.  

 

Technical Specialist V

Senior level technician. Under general supervision manages multiple projects of medium to high complexity by assuring compliance with scope, budget, schedule, quality, and safety. Engages in routine and complex interactions with contractor, consultants, general public, other Citizens departments, and other agencies.

Salary: Competitive Salary, Grade 8 (Minimum $67,000/year) or Grade 9 (Minimum $75,200/year)

Responsibilities

Technical Specialist IV

  • Assists with cost estimating, budget development, Contract Administration, progress tracking, construction schedule adherence, change order evaluations and negotiations, and contractor and consultant invoice reviews and processing.
  • Proactively applies Citizens Quality Program to deliverables. Demonstrates personal accuracy and supports continuous improvement and change management efforts.  Reviews design inputs in order to ensure consistency. Assists to ensure deliverables are in compliance with the specific codes and standards suitable for the project.
  • May develop moderately complex design concepts and deliverables. Begins to make decisions with respect to deliverables and input interpretation. Capable of handling difficult technical assignments within an area of expertise and can provide technical guidance. Performs design calculations, detailed material quantities and estimates, and records. May review the deliverables of others. May participate in start-up activities associated with a specialized area of expertise.
  • Coordinates with other design group personnel to review and exchange project information necessary for design development. May support field activities. 
  • Assists with identification of key client interests and drivers and may determine key clients in some instances. Communicate client interests and drivers to project team members and develop approaches to accommodate these concerns.
  • Manages internal and external staff performing construction services. May monitor staffing and available skill sets for projects. May identify resource application needs and process requirements. May define work assignments and maintain schedules. 
  • Performs other duties as assigned.

Technical Specialist V

  • • Review and approve moderate to complex design concepts and deliverables consistent with Citizens standards and industry-based best practice. Makes decisions with respect to deliverables and input interpretation and works with customers to communicate deficiencies and revisions.
    • Capable of handling difficult technical assignments within an area of expertise and can provide technical guidance. Performs design calculations, detailed material quantities and estimates, and records.
    • Applies knowledge of standards, systems, document control, departmental guides, applicable codes, and Citizens policies and procedures. Able to review project requirements and accurately determine the correct format and content of the required deliverables.
    • Proactively applies knowledge of the Citizens Quality Program to ensure that deliverables are accurate and compliant. Demonstrates personal accuracy and supports continuous improvement and change management efforts.
    • Broadens the use of applications to continuously evaluate and improve methods, processes and procedures used to accomplish deliverables.
    • Assist in coordinating deliverables with other groups involved on the same project to minimize interference or errors.
    • Focuses on the needs of internal clients while utilizing an understanding of external clients main interests and drivers.
    • Understands and adheres to budget, schedule, and quality requirements. Manage internal and external staff performing construction inspection services.
    • Performs other duties as assigned.

Qualifications

Technical Specialist IV

  • High School Diploma, equivalency Certificate, or sufficient education acceptable by management.  
  • 6 years of related experience and/or training or 4 years of Citizens experience. Bachelor’s degree in a technical, physical science or engineering program may qualify in lieu of related experience requirement.
  • Valid driver’s license in the United States, or alternate approved by management. State of Indiana driver’s license required within 30 days of first day of employment.

Preferred Skills/Qualifications:                   

• Knowledge of Citizens Energy Groups Sanitary and/or Water Standards.
• Industry experience with design or review of water and / or sewer construction drawings.
• Experience in the appropriate electronic applications and programs required for performing assignments to include, but not limited to, CADD or other electronic applications.
• Knowledge of engineering standards, systems, document control, departmental guides and Citizens policies and procedures. Intermediate to advanced ability to interpret engineering deliverable content as assigned.
• Experience in the construction industry working with developers and home builders.
• Ability to work in office and field environment. Understanding of various infrastructure projects at Citizens. Demonstrated ability to work effectively and cooperatively with others as well as work with minimal direct supervision. Strong analytical, problem solving and organizational skills.

 

Technical Specialist V
