Overview

We have a career opportunity for a Technical Specialist VI (Permitting Supervisor) to join our team!

 

The successful candidate reports through the Underground Engineering & Construction (UE&C) department. UE&C is responsible for the oversight of planning, design, permitting, contracting, construction management, inspection, and close out of growth and system reliability capital projects for the water distribution and wastewater collection systems. UE&C is also responsible for Private Development, which is responsible for the oversight of planning, design, permitting, contracting, construction management, inspection, close out and transfer of ownership of developer installed projects associated with the water distribution, wastewater collection (sanitary and combined sewers). Private Development includes New Service and leads water and wastewater private development planning, design review, and construction oversight including new service management and developer market coordination for all utilities.

 

This supervisor position is for a senior level professional with supervisory experience in a utility-related environment. Will interact with developers, consultants, contractors, public and other Citizens departments and pertinent agencies. Directly reports to the Manager of Private Development and will lead the Permitting area within the Private Development group. The successful candidate performs the role of coach, trainer, planner and administrator to direct reports and provides appropriate opportunities for employee engagement. The successful candidate will also provide technical guidance to other team members.

Minimum Salary: $84,200 (Grade 10)

Responsibilities

Responsibilities:

  • Supervises the Permitting area that includes a minimum of eight staff members working to incorporate private development and other customers into our customer relationship systems.
  • Works directly with the Manager of Private Development to review and approve moderate to complex deliverables consistent with Citizens standards and industry-based best practice. Makes decisions with respect to deliverables and input interpretation and works with customers to communicate deficiencies and revisions.
  • Collaborate with all areas of the Utility and participate on cross-functional teams.
  • Capable of handling difficult technical assignments within an area of expertise and can provide technical guidance. May perform design calculations, detailed material quantities and estimates, and records.
  • Applies knowledge of standards, systems, document control, departmental guides, applicable codes, and Citizens policies and procedures. Able to review project requirements and accurately determine the correct format and content of the required deliverables.
  • Proactively applies knowledge of the Citizens Quality Program to ensure that deliverables are accurate and compliant. Demonstrates personal accuracy and supports continuous improvement and change management efforts.
  • Broadens the use of applications to continuously evaluate and improve methods, processes and procedures used to accomplish deliverables.
  • Assist in coordinating deliverables with other groups involved on the same project to minimize interference or errors.
  • Focuses on the needs of internal clients while utilizing an understanding of external clients main interests and drivers.
  • Understands and adheres to budget, schedule, and quality requirements. Manage internal and external staff performing construction inspection services.
  • Performs other duties as assigned.

Qualifications

Qualifications:

  • High School Diploma, equivalency Certificate required, or sufficient education acceptable by management.
  • 10 years related experience and/or training or 8 years of Citizens experience. Bachelor’s degree in a technical, physical science or engineering program may qualify for up to 4 years of the related experience requirement.
  • Valid drivers license in the United States, or alternate approved by management. State of Indiana drivers license required within 30 days of first day of employment.
  • Must have a safe driving record including no history of serious traffic violations, accidents, suspensions/revocations, or DUI/DWI convictions within the last three years.

Preferred Skills/Qualifications:

  • Previous success leading teams and managing resources.
  • Ability to inspire and support people.
  • Detailed knowledge of Citizens Energy Groups Sanitary and/or Water Standards.
  • Detailed knowledge of Citizens Rates and Terms & Conditions of all seven regulated utilities.
  • Experience working with Citizens Customer Information System
  • Proficiency in Microsoft operating systems and applications, and specific departmental hardware and software applications.
  • Knowledge of utility programs including Septic Tank Elimination Program (STEP) and Lead Service Line Replacement Program (LSLRP).
  • Industry experience with design or review of water and / or sewer construction drawings.
  • Experience in the appropriate electronic applications and programs required for performing assignments to include, but not limited to, CADD, GIS or other electronic applications.
  • Advanced knowledge of engineering standards, systems, document control, departmental guides and Citizens policies and procedures. Intermediate to advanced ability to interpret engineering deliverable content as assigned.
  • Ability to work in office and field environment. Understanding of various infrastructure projects at Citizens. Demonstrated ability to work effectively and cooperatively with others as well as work with minimal direct supervision. Strong analytical, problem solving and organizational skills.
