Overview

We have an exciting career opportunity for a Technical Specialist III/IV (Project Management) to join our team!  

 

This position reports through the Underground Engineering & Construction (UE&C) department and the Planning and System Renewal team. The Planning and System Renewal team is responsible for the planning, design, permitting, contracting, construction management, inspection and close out of projects associated with the wastewater collection system. This position is for an intermediate level project manager/ technician.

 

Technical Specialist III

Under general supervision, the candidate uses applications, standards, and document control processes/procedures to assist with reviewing multiple projects of low to medium complexity by assuring compliance with plan submittal and construction standards. Engages in interactions with contractors, designers, engineers, consultants, other Citizens departments, and other agencies.

 

Technical Specialist IV

Under general supervision assists with managing multiple projects of medium to high complexity by assuring compliance with scope, budget, schedule, quality, and safety. Engages in routine interactions with contractor, consultants, public, other Citizens departments, and other agencies.

Vacancies will be filled at Technical Specialist III or IV level based on candidate experience.
 

 

Minimum Salary:

 

Technical Specialist III: $59,700  (Grade 7)

 

Technical Specialist IV: $67,000  (Grade 8) 

 

Responsibilities

Technical Specialist III 

  • Applies knowledge of standards, systems, document control, departmental guides, applicable codes, and Citizens policies and procedures. Able to review project requirements and accurately determine the correct format and content of the required deliverables.
  • Assists with cost estimating, budget development, Contract Administration, progress tracking, construction schedule adherence, change order evaluations and negotiations, and contractor and consultant invoice reviews and processing.
  • Begins to proactively apply knowledge of the Citizens Quality Program to ensure that deliverables are accurate and compliant. Demonstrates personal accuracy and supports continuous improvement and change management efforts.
  • Broadens the use of applications to continuously evaluate and improve methods, processes and procedures used to accomplish deliverables. Create and develop deliverables based on a variety of design inputs. May perform basic computations such as material quantity estimates and dimensional checks.
  • Assist in coordinating deliverables with other groups involved on the same project to minimize interference or errors.
  • Focuses on the needs of internal clients while utilizing an understanding of external clients’ main interests and drivers.
  • Understands and adheres to budget, schedule, and quality requirements. Manage internal and external staff performing construction inspection services.
  • Performs other duties as assigned.

 

Technical Specialist IV

  • Assists with cost estimating, budget development, Contract Administration, progress tracking, construction schedule adherence, change order evaluations and negotiations, and contractor and consultant invoice reviews and processing.
  • Proactively applies Citizens Quality Program to deliverables. Demonstrates personal accuracy and supports continuous improvement and change management efforts. Reviews design inputs in order to ensure consistency. Assists to ensure deliverables are in compliance with the specific codes and standards suitable for the project.
  • May develop moderately complex design concepts and deliverables. Begins to make decisions with respect to deliverables and input interpretation. Capable of handling difficult technical assignments within an area of expertise and can provide technical guidance. Performs design calculations, detailed material quantities and estimates, and records. May review the deliverables of others. May participate in start-up activities associated with a specialized area of expertise.
  • Coordinates with other design group personnel to review and exchange project information necessary for design development. May support field activities.
  • Assists with identification of key client interests and drivers and may determine key clients in some instances. Communicate client interests and drivers to project team members and develop approaches to accommodate these concerns.
  • Manages internal and external staff performing construction services. May monitor staffing and available skill sets for projects. May identify resource application needs and process requirements. May define work assignments and maintain schedules.
  • Performs other duties as assigned.

Qualifications

Technical Specialist III

  • High School Diploma, equivalency Certificate, or sufficient education acceptable by management.
  • 4 years of related experience and/or training or 2 years of Citizens experience. Bachelor’s degree in a technical, physical science or engineering program may qualify in lieu of related experience requirement.
  • Valid driver’s license in the United States, or alternate approved by management. State of Indiana driver’s license required within 30 days of first day of employment.

 

Technical Specialist IV

  • High School Diploma, equivalency Certificate, or sufficient education acceptable by management.
  • 6 years of related experience and/or training or 4 years of Citizens experience. Bachelor’s degree in a technical, physical science or engineering program may qualify in lieu of related experience requirement.
  • Valid driver’s license in the United States, or alternate approved by management. State of Indiana driver’s license required within 30 days of first day of employment.

 

Preferred Skills/Qualifications 

 

Technical Specialist III 

  • Associates Degree in Drafting or a related Engineering Design Technology.
  • Basic knowledge of Citizens Energy Group’s Sanitary and/or Water Standards.
  • General experience with design or review of water and / or sewer construction drawings.
  • Experience in the appropriate electronic applications and programs required for performing assignments to include, but not limited to, CADD or other electronic applications.
  • Basic knowledge of engineering standards, systems, document control, departmental guides and Citizens policies and procedures. Intermediate ability to interpret engineering deliverable content as assigned.
  • Ability to work in office and field environment. Understanding of various infrastructure projects at Citizens. Demonstrated ability to work effectively and cooperatively with others as well as work with minimal direct supervision. Strong analytical, problem solving and organizational skills.

 

Technical Specialist IV 

  • Knowledge of Citizens Energy Groups Sanitary and/or Water Standards. Industry experience with design or review of water and / or sewer construction drawings.
  • Experience in the appropriate electronic applications and programs required for performing assignments to include, but not limited to, CADD or other electronic applications.
  • Knowledge of engineering standards, systems, document control, departmental guides and Citizens policies and procedures. Intermediate to advanced ability to interpret engineering deliverable content as assigned.
  • Experience in the construction industry working with developers and home builders.
  • Ability to work in office and field environment. Understanding of various infrastructure projects at Citizens. Demonstrated ability to work effectively and cooperatively with others as well as work with minimal direct supervision. Strong analytical, problem solving and organizational skills.
